Yulia Merenkova, project manager of Innovative center "ISKRA", successfully defended her master's thesis in June 2018 and received a diploma with honors. The State Attestation Commission of the University singled out the Yulia`s work as one of the best. She also was recommended to continue her education in postgraduate study at the university.

Presentation of diplomas to graduates took place at the university, where the honorable guests of the event were teachers who devoted most of their life to work here.

It is thanks to our employees who continue to develop, receive additional education and experience. Innovative center "ISKRA" is rapidly developing, building long-term plans for the future and implementing its projects.

Telemed Forum in Technopark “Skolkovo”

On the 21st of June 2018, in Skolkovo Technopark took place Telemed Forum. Speakers from Sechenov First MSMU, Almazov National Medical Research center, Invitro, BARS Group etc. Also, the experts in medical and telemedical law took a word during the Forum.

The head of Biomed cluster of Skolkovo fund Ruslan Kamalov talked about current goals of telemedicine and its capitalization.

The head of the department of telemedicine and medical IT of RUDN Valeriy Stolyar made a report “What is taught to the 4th -5th year students in the sphere of utilization of telemedical technologies.

The founder and senior partner of law firm “Aronov and partners” Alexander Aronov shared his experience of using telemedical technologies and explained how to protect personal information of patients and keep medical confidentiality in act. In addition, he talked about major legal obstacles for the telemedical projects.

The developers of telemedical platforms described the pitfalls they faced during the development of their product, about promotion of their projects and shared the experience of monetization.

The representatives of Innovative center "ISKRA" took an active part in the Telemed Forum and hold meetings with Skolkovo residents.

In the whole the event was worthwhile with a lot of useful information on the current trends in telemedicine and opportunities for networking.

31 May – 1 June 2018 in Skolkovo took place the 6th annual international startup conference of entrepreneurs and innovators Startup Village 2018

The Event brought together over a 1000 investors and 4500 startups. Over 150 interactive sessionы and master-classes were available for the visitors. During the conference were signed multiple agreements international companies, residents of Skolkovo and Skolkovo itself.

The institute of science and technology of Skolkovo signed an agreement with the Philips company which proclaims the opening of modern laboratory for the “Skoltech” students. JC “Helicopters of Russia” invested 300 million of Rubbles in Skolkovo Venture fund and agreed on creation of acceleration program for the relevant startups. S7 company invested 1 billion of Rubbles in creation of R&D center in Skolkovo and planning to start acceleration of the project. Also was signed an agreement on opening of research center of National Media Group. Center will be conducting R&D in the Big Data analysis and management field.

Speakers of Royal Philips, IBM, Yandex and other major companies talked about technologies, entrepreneurship and stories of success. Aco Vidovik from IBM spoke of chat-bots and demonstrated their purpose and implementation. Hans-Alois Vishman from Royal Philips explained the role of AI in healthcare and medicine of future. Shrada Agarval from Outcome Health shared her story of company development, talked about four pillars on which her company bases.

Besides that, during the Startup Village visitors could visit the exhibition of projects Startup Bazaar where young Russian teams presented their innovative ideas.

The first place in the contest of projects of early stage took Open Innovation Startup Tour company with “3D printing of composites” project. In the contest of companies with the main prize of 5 million rubles the best was GemaKor Labs with innovative product “Trombodynamik”.

Representatives of Innovative center "ISKRA" took an active participation in Startup Village discussed the projects on Startup Bazaar, talked with speakers and residents of Skolkovo.

Saint-Petersburg International Economic Forum-2018

24-26 May of 2018 in Saint-Petersburg took place international economic forum, the main theme of this year was “creation of economy of trust”. Forum gathered 17 thousand people from 143 countries - Heads of major Russian and international companies and banks, major experts and politicians. Honorary guests of Forum were the president of France Emmanuel Macron and prime-minister of Japan Shinzo Abe. Also, on the plenary session were spotted Managing Director of IMF Christine Madeleine Odette Lagarde and vice-chairman of China Wáng Qíshān.

President of Russian Federation Vladimir Putin opened plenary discussion of day 2, and then met with heads of world news agencies and heads of foreign companies.

During the forum events were organized in different formats, were discussed problems of energy sector, labour market, digitalization, perspectives of social-economic development of Far East, and possible ways of exiting the world economy from crisis of international affairs.

CEO of Innovative center Iskra, PhD in Physico-mathematical sciences Artashes Sarafaslanyan took part in the Forum events: panel sessions, round tables and business dialogs.

Participants draw the new possibilities of international cooperation and discussed realization of joint projects for the extension of lifespan, modern ways of export promotion, cooperation in elimination of administrative barriers etc.

In the whole, the Forum, as usual, was not only the showcase of success of Russian companies, but also a perfect place for the talk on international projects between Russia and foreign partners.

14th international forum MedSoft-2018 «Medical information technologies»

From 10th to 11th of April 2018 Expo center hosted 14th international forum MedSoft-2018 «Medical information technologies». The event was visited by doctors and management of Moscow and regional polyclinics, representatives and experts of MINZDRAV, ARMIT, State Duma and Federation council.

Companies, such as Microsoft, DIVISY Group, Smart Medicine and other were demonstrating their solutions during the exhibition. As well as our specialists of innovative center «Iskra» who also participated in this significant event.

On 10th of April, session «New opportunities of medical computer systems» started with the speeches of Heads of Polyclinics. They shared their experience of implementation of medical information systems and showed its economic efficiency. Heads of IT departments gave their opinions on convenience of electronic workflow in polyclinics, as well as discussed some sensitive issues regarding Law acts of Minzdrav of RF..

Michail Elyanov, the head of ARMIT, started the discussion «Law passed. What next? ». He expressed his opinions on urgent goals in electronic Medicine of RF and presented new project of ARMIT: Internet database «Who is who in Russian medical IT». Representatives and experts of Minzdrav, State Duma and Federation Council spoke about Legislation concerning Medical IT, explained its positive and negative aspects, and also proposed their ideas on legislation improvements.

On 11th of April 2018 meeting «Telemedicine- modern trends. Internet-medicine for doctor and patient» started with the speech of Oleg Karpov, the head of NMCH Pirogova. He shared his opinions on telemedicine and its future in Russia and opened a discussion on the major aspects of 242-Federal Law «About the changes in law acts of Russian Federation in terms of utilizing of Information Technologies in the health protection sector». After that, the developers of telemedicine platforms explained the near future of technology and had a discussion with representatives of various companies.

In the exhibition hall, the round table «How to receive grant on medical IT» took place. Representatives of Grantmakers, such as «Skolkovo Innovation center» the BIOMedicine cluster and techno park of Sechenov’s MGMU.

In the closing discussion of 14th international forum MedSoft-2018 «How telemedicine and internet changes the familiar face of medicine» all the major companies took a part. They spoke about legislation barriers that slows down the implementation of technologies and about perception of it by the patients.

Overall Forum helped the ongoing creation of integrated information environment in the sphere of development and implementation of medical IT. Mobile technologies and innovations for health

On 3rd of April 2018 the «Mobile technologies and innovations for health» congress took place. Congress was visited by major companies involved in the development of telemedicine platforms, chatbots and artificial intelligence technologies, such as «Yandex», «IBM», «Mail.Ru Group» as well as representatives of Innovative center «Iskra». During the congress you could also meet companies that work in the legal sphere of telemedicine.

Grigoriy Bakunov, director of technology promotion in Yandex, talked about new reality and his foresight of telemedicine. Also, audience was introduced to the developments of «Yandex. Health» service, since the passage of the 242- Federal Law «About the changes in law acts of Russian Federation in terms of utilizing of Information Technologies in the health protection sector» on the 29th of July of 2017.

The leading architect of client center of IBM Gayane Arutunyan spoke about new technologies and their help to medicine communities. She, also, gave the foresight of the telemedicine development in Russia in 2018 and shortly mentioned the innovations on the global market of M-Health. The founder of Endurance George Fomichev shared his experience of the development of chatbots, making the accent on the convenience of such technologies. His speech was followed by lively discussion.

Co-head of Russian unity of protection of the medical personnel Asad Usufov deepened into the question of protection of personal data in medical entities, pointed out the main aspects in the 152-Federal Law «About personal data» and answered the questions from the audience.

The head of the department of rehabilitative medicine, professor of KrasGMU clinic Andrey Tarasevic shared his practical experience on the personal management of patient health. He pointed out the main parameters of the people’s health monitoring, gave the shocking statistics of the death rate in Russia and explained its routes.

Upon the end of the speaker’s presentations representatives of Innovative center «Iskra» visited a small exhibition of medical devices and took part in the demonstration of work principal of distant cardio monitoring system «Satellite» from ELTA company.

Overall M-Health Congress 2018 apeared to be interesting and productive event, which helped to establish new connections with the industry leading companies, share experience, solve the ongoing questions and be updated on the latest trends in telemedicine.

Seminar "Features of launching innovative medical products and medical software" on the market in Skolkovo Technopark.

The seminar "Features of bringing innovative medical products and medical software to the market" opened in the Skolkovo Technopark on March 30, 2018. The event was attended by experts from the Foundation, companies and research institutes involved in the production and examination of medical equipment, as well as representatives of government agencies. They talked about the mechanisms for regulating the sales of medical products, the rules for their registration in Russia and on the territory of the Eurasian Economic Union, the prospects for a single market for medical products in the Unified Energy System, the use of microgrants in order to prepare the product for implementation, as well as the main stages of intellectual property protection during the development of the product and its introduction to the market.

Representatives of the Innovation Center "Iskra" also took part in this event and discussed how to pass this way with the minimum number of errors, possible pitfalls, and the sequence of actions.

In addition, the seminar covered modern trends in the registration of medical products and software in the EAEC and many other topical issues.

Denis Kuleshov - Director of Sensor-Tech Laboratory held talks with Second Sight in the USA

In January Denis Kuleshov, Director of the Sensor-Tech Laboratory held talks in the United States with Second Sight, the manufacturer of the first commercial eye prosthesis, returning partial vision to people with certain forms of blindness.

"We agreed about further cooperation not only in the field of the operation of retinal prosthetics, but also in technological areas, namely in the area of VR-rehabilitation of people with ophthalmic implants and rehabilitation using the brain-computer interface," said the Director for Science and Innovation of the Development Center social innovations "Technologies of Opportunities" Denis Kuleshov.

Also Denis Kuleshov visited the world's largest consumer electronics exhibition CESTech, where almost all leading IT companies and developers were represented.

The first meeting of participants in the rehabilitation industry market

December 15, in Moscow, in the "Digital October" Conference Center, the first meeting of the rehabilitational industry market participants took place. The event was held in a warm, informal atmosphere, thanks to which the attendees easily established useful contacts with colleagues from Moscow and other regions. Participants of the meeting learned a lot of new things, got acquainted with actual projects and initiatives in the rehabilitation industry.

Within the framework of the event there were presentations of infrastructure projects aimed at supporting the participants in the rehabilitation industry market, master classes and a forum dedicated to the development of the rehabilitation products market, providing barrier-free access to the facilities and services of the city infrastructure.

Yevgeny Kosmosov, Commercial Director of Iskra Innovation Center , also took part in this important event for the rehabilitation industry, during which the issues of prospects for the development of industrial production of rehabilitation, the prospects for the development of the Resource Center for Universal Design and rehabilitation technologies, functioning of a specialized platform for collective work of developers of devices for disabled people in the format of an engineering center (Hackspace), and many others.

On November 4-5, 2017, developers and IT specialists gathered at the Skolkovo Innovation Center at the second Hackaton "Technology of Opportunities"

The prize fund of Hakaton "Technology of Opportunity" is 200 thousand rubles. In addition to the cash prize, special prizes are provided for the partners of the event: jobs at a specialized site in a new hackpace, development testing involving the target audience at the Polygon site and participation in the Acceleration Program to be held in December 2017.

Key Hackathon Tracks:
1. Communicators and navigators for people with visual / hearing impairment;
2. Web services, mobile applications and extensions for the software;
3. Technologies for creating an accessible environment and assistive means.

The project teams presented road maps and technical tasks for the developers, which had to be completed in 48 hours.

The company "Innovation Center "ISKRA" presented the Sputnik project, then a team of the Project was formed from among the students and graduates of technical universities, which, according to the results of the event, was among the top three winners.

"SPUTNIK" is a software and hardware complex consisting of the Server Software; a cross-platform application and a portable module in the form of a smart bracelet.

Smart bracelet allows:
- establish two-way voice communication using GSM module;
- determine the location of the subscriber using GPS / GLONASS and LBS - Location Based Service (using positioning relative to the cell towers and / or WIFI access points);
- to exchange data with remote servers via the Internet using a GPRS modem;
- store a Personal Electronic Medical Card and transfer its data through a USB connection.

Personal Electronic Health Records (Personal EHR) is generated and stored in a database on the appropriate servers. Using the application software, authorized access is provided to these data and the list of Records (Personal EHR) required for the formation of the Personal Electronic Medical Card (PEMC) is determined. It is the Card that is transmitted and stored on a smart bracelet. In the case of appearance of a NEW RECORD or changes in an already existing Personal EHR on Data Base Server, automatic synchronization with data on the smart bracelet is started to update the Personal Electronic Medical Card.

Business Bureau presents a new project at the "PHYZTECHBIOMED 2017"

Representatives of the organizations that won the first and second stage of "Development-NTI" and the "UMNIK-NTI" competitions, presented their projects and told about the progress of their implementation on September 21-22, 2017, at the International Conference "PHYSTECHBIOMED 2017".

The Business Bureau was presented by the Technical Director, Ph.D. mat. Artashes Sarafaslanyan, who introduced the project of a multi-channel sensory information processing system ("SOMSI") designed to help disabled people with simultaneous hearing and visual impairment to integrate into the social life of the society as much as possible, and to expand opportunities for independent orientation and independent living.

This system can be used by deafblind people to solve a number of problems, for example, for recognizing text, peoples, objects (at home, at work, and on the street), graphics and images (getting a text description). The system will also allow disabled people with hearing and vision impairment in orientation on the street and in the premises, to warn and inform them in emergency situations.


Three main system functions:

— Navigation and orientation
— Object recognition
— Recognition of sounds

And potential users are divided into three groups depending on the main communication channel HEARING, VISION and TACTICAL. In all cases, incoming information is processed and recoded into meaningful text.

— In the case where the main communication channel is HEARING, meaningful text is transformated into SOUND and transmitted to headphones, a hearing aid or a cochlear implant.
— In the case where the main communication channel is TACTICAL, the information is transferred to tactile messages and/or "alarming" vibrations.
— In the case of VISION, meaningful text is transformed into VISUAL PRIMITIVES and transmitted to the visual (or RETAINAL) implant.

The system analyzes the received video and audio information, purifies the signal using digital algorithms for eliminating natural disturbances, transmits data to the neural network computing platform for the subsequent transcoding of video and audio information into a symbolic form (meaningful text). Then this text is presented in one of the forms accessible to deafblind - the display of visual primitives, voice dubbing or output in tactile form. 

If tactile monitors (such as the Braille display or Morse communicator), hearing aids and even cochlear implants have long time ago and firmly become part of our life, then the application of visual IMPLANTS can be attributed to the newest challenges of our time.

The project is developing with the participation of the Fund for the Support of the Deafblind "So-Edinenie", the Center for the Development of Social Innovations "Opportunity Technologies" and the Scientific and Production Laboratory "Sensortech" and the financial support of the Foundation for the Promotion of Innovations.

Return vision: the results of the first in Russia operation on the installation of retinal implants

In Russia, for the first time, a bionic eye was implanted. This is a joint project of the Foundation for the Support of the Deafblind "So-Edinenie", the Charitable Foundation "Art, Science and Sport", "Sensor-Tech" Laboratory, FGBU "Scientific and Clinical Center for Otorhinolaryngology of FMBA Russia" and Second Sight.

The participants of the conference present the results of the first operation on the installation of retinal implants to a deafblind patient whose goal is to introduce a new high-tech surgical method for treating blindness in Russia and developing successful methods of rehabilitation.

В номинации «За вклад в развитие и продвижение реабилитационных технологий и универсального дизайна» награды удостоилась компания «Центр Тревожная кнопка» из Москвы с проектом «Кнопка жизни».

В номинации «Лучший социально ориентированный проект в сфере реабилитационных технологий и устройств в 2016 году» победителями признаны проект по созданию высокотехнологичных средств реабилитации и методик в области протезирования верхних конечностей для детей до 16 лет компании «Моторика» (Москва) и проект по производству и разработке инвалидной коляски-трансформера с электроприводом новосибирской компании «Катэрвиль».

За личный вклад в развитие и продвижение реабилитационных технологий и универсального дизайна в 2016 году Национальная премия «Надежда на технологии» присуждена генеральному директору АНО «Технологии возможностей» Ивану Бирюкову.

Победителей номинаций определили завершающим голосованием члены рабочей группы Минпромторга России по вопросу расширения производства продукции для инвалидов и граждан пожилого возраста.

The Russian company "Business Bureau" has created a system that converts video and audio information about the environment into another kind - for example, in the Braille alphabet.

The multi-channel sensory information processing project for people with hearing and vision impairments won a grant of 15 million rubles from the Innovation Support Fund for the Development-NTI competition.

The Russian company "Business Bureau" is working on a system for processing multi-channel sensory information for people with hearing and vision impaired. The hardware and software complex consists of two components: an information capture unit (equipped with a video camera and a microphone) and a data processing unit. The main goal of the system is to give disabled people with simultaneous hearing and visual impairment the possibility of independent orientation and independent living. The resulting video and audio information is analyzed and transmitted to the computing platform, where it is recoded into text. Pavel Gudkov, Deputy Director General of the Innovation Promotion Foundation, told Izvestia that the project uses sensory replacement technology.

- Information that a person with disabilities can not receive with the help of one of the sense organs, "recoded" and is perceived with the use of other organs. For example, with loss of vision, visual information can be recorded by the camera and converted to sound, or speech or sounds can be transmitted by vibration," - he explained.

Artashes Sarafaslanyan, one of the two co-founders of the Business Bureau, told Izvestia that the minimum system would cost 30,000 rubles. Its weight is not expected to exceed 500 grams: "Until the end of 2018, the final samples of the device will have to appear".

Alexander Neumyvakin, president of the All-Russian Society of the Blind (ARS), told Izvestia that for people with limited hearing and vision, any device that makes life easier for them is important.

- All devices are tested by a special commission for utility. There is a list of devices, the purchase of which is subsidized by the state. If this device is found useful, it can be included in this list," - the president of the ARS added.

According to Neumyvakin, there already exist devices that voice the invalid to the sight of the name or description of the buildings surrounding them on the street. But at the same time special relays are attached to the buildings, which transmit the signal to the user device. When the button is clicked, the device owner receives an audio message.

The president of Cognitive Technology Olga Uskova noted that the market for such devices as the development of the "Business Bureau" should form the state. If such systems are not maintained at the state level, they will not be able to survive.

- The task that is put before this system for recognizing objects is mathematically solved, and therefore, its creation is possible. But the total cost of the entire system is quite high. If there is no state support, this development will remain an expensive toy, which few will be able to buy, - said Olga Uskova. - If the state or large medical organizations support the purchase of such systems, they can be seriously in demand.

Systems for recognizing images, buildings, cars, people, road signs and marking are actively used in the creation of unmanned vehicles and other equipment. As Izvestia wrote, an unmanned tractor equipped with a computer vision system first went out to work in the fields in Tatarstan.

In a message to the Federal Assembly on December 4, 2014, Russian President Vladimir Putin called the National Technology Initiative (STI) one of the priorities of state policy.
